Digital Literacy and Technology Accessibility Among Different Social Groups in Albania

Over the past decade, digital transformation within the public sector has accelerated globally, not only in developed nations but also in countries aiming to enhance their standards of citizen engagement and public services. As a candidate for EU membership, Albania is expected to align with a range of requirements, among which digital transformation stands as a critical priority. This entire process aims to improve the quality of governmental services and the efficiency of the public administration. Achieving this, however, requires not only investment in technology, but also digital education for both citizens and public administration, as well as ensuring equal access to services and technology among different social groups. This paper aims to examine the current state of access to digital services across demographic categories such as age, education level, geographic location, and socioeconomic status. The study seeks to identify the disparities that exist between different social groups in their access to digital services. It also reviews the current legal framework, emphasizing the need for further improvements and reforms that promote equality in access and digital education. In conclusion, the paper will present concrete policy proposals aimed at narrowing the digital divide among citizens, making this transformation process more inclusive and sustainable.
