The aim of the study is to identify the intrapreneurship environment in HEIs. This paper aims to assess the factors that in the perception of creating a formal intrapreneurship strategy would strengthen the innovation culture in the institution. In this paper, questionnaires constructed with a Likert scale were used. 650 questionnaires were distributed, of which only 624 were valid, and through reliability analysis and hierarchical regression, it appears that intrapreneurship support and strategic orientation are linked to external cooperation in the context of the Western Balkans, indicating the need for a strategy for the formation of intrapreneurship. the innovation ecosystem rather than the individual role. The study contributes by making university intrapreneurship empirically measurable as a two-dimensional structure and also provides evidence for university policies that combine an internal family with structured partnership and innovation policy.
