The Context of the Public Services in the Framework of the European Constitution

Abstract

The main aim of this paper is to illustrate a comprehensive framework of the way “public services” are considered in the context of the European Constitution. Public Services are a very debated issue starting from the terminology and the philosophy of public services up to the range and the way their offered, the market, the way to finance them. Reflecting chronology and various steps among which has developed the concept and the philosophy of public services is a realized goal of this paper. At the end of this paper education as a public service comes illustrated form the European constitution point of view raising thus some practical question about the principles of education as a public good.
